      International Tender Notice

      根據福州市政府的相關文件,福州城投集團所屬福州市建設發展集團有限公司面向全球開展《三江口片區地標地塊建筑設計方案》公開招標(以下簡稱“本次招標”)?,F將相關事項公告如下:

      According to the relevant documents of the Fuzhou Municipal Government, Fuzhou Construction Development Group Co., Ltd. affiliated to Fuzhou Urban Construction Investment will conduct a public tender for the “Architectural Design Scheme of Landmark Site in Sanjiangkou Area ”(hereinafter referred to as “the tender”)。 The relevant matters are announced as follows:

      一、項目背景

      I. Project Background

      根據市委市政府工作部署,擬在三江口片區打造現代化國際城市新地標。按照“整合資源、整體規劃、統一建設”的工作思路,梳理地塊資源條件,擬通過公開征集招標的方式對地標地塊擇優選定優秀建筑設計方案,實現從城市設計到修建性詳細規劃設計方案再到建筑概念設計方案的有效銜接,高起點、高標準、高水平地開發建設。

In accordance with the working idea of “integration of resources, overall planning and unified construction”, sorting out the conditions of land parcel resources, excellent architectural design scheme will be selected for landmark through public bidding, so as to realize the effective connection from urban design, detailed construction planning and design solutions to architectural concept design solutions, and develop and construct the site with high starting point, high standard and high level.       二、設計范圍及內容

      II. Design Scope and Content

      (一)項目區位

      (i)Project location

      三江口片區地標地塊位于片區東南角,三江交匯之濱西岸,為整個三江口片區開發強度最大、標志性最強的地區,是國際交流交往平臺空間承載區。

      (二)地塊設計范圍及地塊主要建設指標

      (ii)Site design scope and main construction indicators of the site

      設計范圍北至三江路,西至新洲路,南、東至閩江,總用地面積約49.56公頃;其中,商務商業用地面積16.44公頃(247畝),綠地10.79公頃,排水用地1.10公頃,道路14.79公頃,水域6.44公頃。區域內地塊共有19個地塊;其中,規劃商務商業用地12塊,用地面積約 247 畝;綠地7塊。擬建地上建筑規模約115.5萬平方米(設計單位可根據自身設計方案對地塊劃分方式適當調整),其中總部辦公區地上面積約107.5萬平方米,橋梁綜合體(于馬杭州河公園內湖上建一座集觀景,商業,展示于一體的二至三層跨湖綜合體)為8萬平方米(具體規模設計單位可根據自身設計方案做適當調整)。地下空間規模約45.1萬平方米。(圖3、圖4、表1)

There are 19 sites in the area; of which, 12 sites are planned for business and commercial use, with a site area of approximately 247 mu, and 7 sites for green space. The proposed above-ground building scale is approximately 1.155 million square metres(the plot division can be adjusted appropriately according to the design scheme), of which the above-ground area of the headquarters office is approximately 1.075 million square metres and the bridge complex (a two- to three-storey cross-lake complex with scenic views and commercial facilities on the inner lake of Ma Hangzhou River Park) is 80,000 square metres (the specific scale can be adjusted by the design unit according to its own design scheme)。 The scale of underground space is about 451,000 square metres.       (三)現狀條件

      1、周邊及內部建設情況

      地塊東側為三江交匯之處,其中南江濱東大道局部下穿,保障地塊與濱江公園慢行無障礙貫通;范圍內中部有一馬杭州河公園,該馬杭州公園為三江口片區重要的南北生態軸,公園結合馬杭州河走向在本區內設有大水面。

      項目北側的萬科云城項目已建成,該項目制高點190米,為商務辦公樓宇;項目西側鄰三江城住宅小區和三江口綜合文化旅游城(在建)。

      2、路網和公共交通

      軌道交通:地鐵1號線延伸段(已開通)終點站結合建設地塊設置出入口。

      2、方案深化階段

      由中標團隊吸納其他團隊的投標方案,繼續對修建性詳細規劃及建筑概念性設計方案進行調整,完成整體方案及方案報批工作;完成地上地下整體建筑的初步設計。中標團隊應對后續的施工圖設計和實施效果進行咨詢把關,確保建設效果。

      3、設計要求

      設計單位應在對城區發展的綜合性分析基礎上,提出城區未來發展的產業和功能定位,并分別在修建性詳細規劃設計及概念建筑設計層面上提出相關理念,在功能布局、交通、公共空間、地下空間、景觀及生態系統等內容上提出設計。

      3.1.修建性詳細規劃設計

      需對片區城市設計成果“回頭看”開展三江口地標地塊修建性詳細規劃設計,對空間形態、公共空間、道路交通系統、建筑及外部環境設計等提出控制及引導建議。設計深度應達到國家及地方規劃部門規定的設計深度要求,符合國家設計規范、技術規程及地方有關規定;同時需根據設計將主要建筑功能、規模、建設指標、退(間)距、交通組織、重要公共空間、空間形態與景觀環境、地下空間與市政管線的豎向內容等控制要求按圖則表達提出控制和引導。

      設計內容突出但不限于以下方面:

      Design content is outstanding but not limited to the following aspects:

      (6)地下空間設計

      對地下空間進行詳細設計,與綜合管廊、軌道交通等相關規劃設計方案整合銜接,明確地下空間的開發范圍、總體布局、使用性質、建設規模、開發深度、分層、出入口位置、地下通道、與地面的交通銜接等要求,實現地上、地下的有機結合。對互聯互通的區域應提出管控導則,明確管控要素,便于地下空間的管理,促進地下空間的實施。

      綜合考慮地下空間、地下道路、地下停車、軌道交通、地下管線的豎向關系,提出合理可實施的豎向方案。方案應根據平面布置、地形、地質條件、土方工程、地下管線等進行豎向設計。盡量利用現狀條件,合理組織場地高程及排水。以低碳節能、綠色環保為原則,盡量減少對原有地形的破壞,在保證使用需求的基礎上,充分考慮與主要城市道路銜接的問題,合理利用場地高差來進行場地設計,減少工程量及資源浪費,并塑造生動有趣,舒適便捷的立體城市空間。

      3.2概念性建筑方案設計

      建筑概念方案設計應達到國家及地方規劃部門規定的設計深度要求,符合國家設計規范、技術規程及地方有關規定。

      三、招標方式

      為高標準、高質量推進方案編制,公開招募國內外高水平優秀設計團隊,開展三江口片區地標地塊建筑設計方案國際招標。本次招標活動包含資格入圍和方案比選兩個階段。

This bidding activity includes two stages: qualification shortlisting and program selection.

      (一)資格入圍階段。資格預審,采用公開報名,設計團隊需要提供包括資質水平、團隊成員、作品成果等能表現團隊設計實力的相關證明材料,并提供不超過20頁(不含封面封底)(A3單面彩色打?。┑母拍钐岚?,最終確定5家設計團隊入圍下階段進行方案評審,入圍名單報市政府審定后進行公示。概念提案可包含但不僅限于如下內容:

      (i) Qualification shortlisting stage. For pre-qualification, open registration is adopted. The design team needs to provide relevant certification materials including qualification level, team members, and work results that can demonstrate the team's design strength. And provide a concept proposal no more than 20 pages (excluding front and back cover) (A3 single-sided color printing)。 Finally, 5 design teams shall be shortlisted for the next stage of the project review, and the shortlist will be announced to the municipal government for approval.

      (二)方案評選階段。入圍的設計團隊在兩個月內,按照設計任務書的設計和成果要求提交設計成果,評標辦法實行評定分離,由主辦單位組織專家對入圍的五家設計團隊提出各方案的優缺點;由市政府評定最終名次,市政府評定的第一名為最終中選團隊。

      (ii)Scheme selection stage. The shortlisted design teams shall submit design results in accordance with the design and achievement requirements within two months. The bid evaluation implements the separation method, the organizer organized experts to put forward the advantages and disadvantages of each scheme to the shortlisted five design teams; The final ranking is assessed by the municipal government, and the first team assessed by the municipal government is the final selected team.

      四、報名要求

      (一)本次招標活動采用公開報名方式,境內外設計單位均可報名參加,允許聯合體報名,聯合體成員數量不超過3家。聯合體各方不得再單獨以自己名義,或者與另外的投標單位組成聯合體參加投標。不接受自然人及自然人組合的報名??紤]到新冠疫情對國際航班等的影響,在中國境內無分支機構的境外投標必須與境內投標單位組成聯合體參加投標。法定代表人為同一個人的兩個及兩個以上法人,母公司、全資子公司及其控股公司,不得同時報名參加。

      (二)資質要求:聯合體成員一方應具備有效的建筑行業(建筑工程)甲級及以上資質。本項目概念方案設計必須由聯合體牽頭人獨立完成,初步設計可以由聯合體完成。

      (ii) Qualification requirements: One member of the consortium should have a valid construction industry (construction engineering) Grade A or above qualification. The conceptual scheme design of this project must be completed independently by the leader of the consortium, and the preliminary design can be completed by a consortium.

      (三)鼓勵投標單位跨界聯合,融合城市規劃設計、景觀設計、建筑設計、運營策劃、產業與功能策劃等不同經驗的團隊。

      (iii) Bidding units are encouraged to join forces across borders and integrate teams with different experience in urban planning and design, landscape design, architectural design, operation planning, industrial and functional planning, etc.

      (四)參與本次招標活動的主創設計師須由負責過國內外知名超高層項目,主持過多個同類型項目,有十年以上的相關工作經驗的建筑師擔任,且須全過程參與本次活動,包括成果匯報、評審答疑(含視頻會議)等重要環節工作。如在本次招標活動過程中發現主創設計師與資格預審申請文件材料所提交的人員名單不符,主辦單位有權取消其投標資格。

      (iv) The lead designer of this tender must be an architect who has been responsible for well-known super high-rise projects at home and abroad, presided over many similar projects, with more than 10 years of relevant working experience, and must participate in the whole process of this activity, including the reporting of results, evaluation and Q&A (including video conference) and other important aspects of the work. If in the process of this bidding activity the lead designer is found to be inconsistent with the list of personnel submitted in the pre-qualification application documents, the organiser has the right to disqualify the bid.

      (五)參與本次招標活動的設計團隊人員須為該投標單位在冊人員,且團隊人員中應至少一人具備有效的一級注冊建筑師執業資格。為了保證項目團隊人員對中國地區背景和相關要求的準確理解,境外投標單位的專業技術人員團隊中應至少有一名通曉漢語人士。

      (v) The professional and technical personnel participating in this tender exercise shall be the registered personnel of the tenderer, and at least one of the team members should have an effective first-class registered architect qualification. In order to ensure that the project team has an accurate understanding of the background and relevant requirements of the Chinese region, the team of professional and technical personnel of the overseas tenderer shall include at least one person who is fluent in Chinese.

      (六)投標單位應按上述要求參與本次招標活動,否則主辦單位有權取消其投標資格。除上述條款外,當本次招標活動主辦單位提出合理要求時,投標單位應繼續補充提供符合相應要求的資格證明文件。

      (vi) The tenderer shall participate in this tender exercise in accordance with the above requirements, otherwise the organiser reserves the right to disqualify its tender.       (七)具備以下條件的投標單位優先考慮:

      Experience in planning and design of multiple similar project features;

      由承接過同類項目的國內外院士或大師擔任主創設計師的投標單位;

      項目主創設計師獲得相關行業國際或國內建筑獎項。

      五、費用設置

      設計合同及服務內容分兩階段開展。第一階段設計工作為完成整體概念性方案設計并進行方案整合;第二階段設計工作為開展整體建筑方案深化和初步設計,并對后續地上、地下的施工圖設計和實施效果進行咨詢把關、全過程跟蹤,確保建設效果。

      1、本次招標活動對通過資格入圍且參與方案評審的五家投標單位支付設計費用(含稅):

      1.The tender pays the design fee (including tax) to the five tenderers who are qualified to be shortlisted and participate in the evaluation of the proposal:

      第一名中選設計團隊完成整體概念性方案設計并進行方案整合后,提供符合要求的設計成果后,可獲得概念方案費用合計人民幣871萬元;其余4家入圍設計團隊在提交了合格成果之后,各獲得設計成果知識產權購買費用各人民幣100萬元。資格比選階段未入圍設計機構不獲得補償費。

      2、方案深化及初步設計費用

      設計費參照國家《工程勘察設計收費標準》(2002),工程總設計費按直線內插法確定,專業調整系數取1.0,工程復雜程度系數Ⅲ級1.15,深化方案及初步設計費用按工程總設計費的50%計取再打8折,建筑概念方案按建筑設計方案費用的20%計取,計費造價基數按地上6000元/㎡,地下7000元/㎡??偯娣e為160.6萬㎡(其中地上建筑面積約115.5萬平方米,地下建筑面積約45.1萬平方米)。具體計算過程如下:

      第二階段設計費暫定為人民幣7841萬元,最終結算設計費按規劃局審批的規劃許可證面積,按上述計費規則調整。若本招標公告招標范圍(即紅線內)各地塊土地使用權由福州市國資委全資的市屬國企競得,則由主辦單位組織各地塊競得人與中標設計單位簽訂深化方案及初步設計合同,設計費按上述方式計算;未由福州市屬國企競得的地塊第二階段工作終止,深化方案和初步設計費不予計取,也不給予其他費用補償。

The work of the second phase of the land that is not won by Fuzhou State-owned enterprises shall be terminated, and the deepening scheme and preliminary design fee shall not be calculated, and no compensation for other expenses shall be given.

      (二)資格預審申請文件須嚴格按照相關要求制作,遞交資格預審申請文件包括現場遞交和快遞郵寄兩種方式。

      (II)Pre-qualification application documents shall be made in strict accordance with the relevant requirements, and the submission of pre-qualification application documents includes two ways: on-site submission and express mail.

      1、以現場遞交時,需持法定代表人授權委托書;若以聯合體形式的,需持聯合體牽頭設計單位法定代表人授權委托書。

      1. To submit on site, the tenderer shall hold the legal representative authorization letter;if in the form of a consortium, the tenderer shall hold the legal representative authorization letter of the lead design company of the consortium.

      2、以快遞郵寄方式遞交時,請預留足夠的快遞運輸時間,以材料送達時間為準。投標單位應做好快遞包封工作,例如利用紙箱或泡沫箱進行包封。郵寄過程中發生資料損壞、丟失等情形造成的后果,由投標單位自行承擔。

Tendering companies shall do a good job of express wrapping, such as using cartons or foam boxes for wrapping. The consequences caused by damage or loss of information during the mailing process shall be borne by the tendering company itself.

      (三)遞交資格預審申請文件的時間及地點:投標單位需于2022年9月26日12:00時前將資格預審申請文件的書面文件遞交到下述指定地點。資格預審申請文件遞交地址:福建省福州市臺江區臺江路15號城投大廈11層開標室,孫工0591-87277022。接收資格預審申請文件時間為工作日北京時間09:00-17:30(截止日為北京時間09:00-12:00),逾期遞交的資格預審申請文件恕不接受。

      (III) Time and place to submit the prequalification application documents: The bidder shall submit the written documents of the prequalification application documents to the following designated place before 12:00 on September 26, 2022.       (四)資格預審結果通知:在確定入圍投標單位名單后的3個工作日內,以公告形式公布入圍投標單位評選結果。
